On March 5, 2019, the Governor signed HB1258, giving spending authority for the Volkswagen Mitigation Trust funds. Of the $8,125,000 allotted to the state, a maximum of $3,656,250 can be used for truck rebates. The Department will use VW funds from Category 1 and 6 (class 4-8 Trucks) as rebates for the project.The program provides rebates to help purchase new trucks to replace old, high-emitting diesel trucks. The South Dakota Department of Agriculture and Natural Resources administers the programs in South Dakota. Total rebate per replacement truck was up to 25% of the purchase price of a new truck with an engine certified to EPA emission stardards, 35% of the purchase price of a new truck with an engine certified to meet CARB's Low-NOx Standards, or 45% of the purchase price of an all-electric truck for Rounds 1-3. Total rebate per replacement truck was up to 50% of the purchase price of a new truck with an engine certified to EPA emission stardards, 60% of the purchase price of a new truck with an engine certified to meet CARB's Low-NOx Standards, or 70% of the purchase price of an all-electric truck for Rounds 4 & 5. Total rebate per replacement truck will be up to 35% of the purchase price of a new truck with an engine certified to EPA emission stardards, 45% of the purchase price of a new truck with an engine certified to meet CARB's Low-NOx Standards, or 55% of the purchase price of an all-electric truck for Rounds 6-9.
