An owner of property on which an abandoned well is located is deemed to be the owner of the abandoned well, and is responsible for plugging an abandoned well or wells.
Well driller's license is needed prior to drilling any well or contracting to drill a well. A licensed well driller is also authorized to do well pump installations and well repair work.
