Commercial Feed Program

The South Dakota Department of Agriculture and Natural Resources (DANR) regulates commercial and custom animal feeds as well as pet and specialty pet food and treats per SDCL 39-14 and AR 12:53:01.

DANR's Inspection Compliance and Remediation program ensures compliance with state and federal laws through licensing, registration, labeling, inspection of manufacturing, storage and distribution centers and feed mills, as well as investigations of complaints.

The focus of DANR is to ensure that animal food is safe and not misbranded, unadulterated, and produced under good manufacturing practices.

Who Needs a Commercial Feed License?

Anyone in South Dakota who is making animal feed they intend to distribute to others. If you are only making a custom formula you do not need a feed license.

Anyone in the state of South Dakota or outside of the State who distributes animal feed to other producers or manufacturers in South Dakota.

Anyone whose name is on the label as the manufacturer or guarantor.

Each location that is in South Dakota or who distributes into the State. A feed license is needed for each location with a different physical address.

How much does a Commercial Feed License Cost? How long does the license last?

The license fee cost is $50 per physical location.

If the license is not renewed by January 31st after the month of expiration, a $50 late fee will be applied.

The license is bi-annual and will expire December 31st the following year.

How do I get a Commercial Feed License?

All renewals, tonnage, and small package registration will be done online at https://apps.sd.gov/doa/fdft/login.aspx.

What is Tonnage?

Tonnage (one ton is the weight of 2000 lbs) is the total amount of tons that were distributed into or within the state of South Dakota in packages over 10 lbs.

Tonnage is reported annually. The tonnage fee is 10 cents/ton or $20 inspection fee, whichever is greater, and is due by January 31st for the previous year of reporting.
