A bulk pesticide storage facility is an area, location, tract of land, building structure, or premises constructed to store bulk pesticides. All permanent bulk pesticide storage containers capable of holding more than 300 gallons (liquid) or 100 pounds (dry) are required to be located within a bulk pesticide storage facility that includes secondary containment approved by the DANR.
If planning to construct a new facility or altering an existing facility, please read the Fertilizer and Pesticide Bulk Facility Manual during the design planning process. Once design plans are developed, the plans and specifications must be submitted to the DANR for review. Construction cannot begin until the plans and specifications are approved by the DANR.
Any new, altered, or existing facility is required to file a Bulk Pesticide Storage Facility Permit application. A permit is granted after the facility has been inspected by the DANR and the DANR determines that the facility meets the required specifications. After the facility begins operation, it is subject to inspection by the DANR on a biennial basis to ensure compliance with state regulations.
In order to repackage and sell pesticides, you must have a Pesticide Dealers License from the DANR for each location distributing pesticides, as well as an EPA Establishment Number from the U.S. Environmental Protection Agency. You also must ensure that bulk pesticides will be repackaged, unloaded, or otherwise handled within an approved operational area. You must obtain the following:A letter of authorization for bulk repackaging from the registrant of the pesticide. A letter of authorization is often referred to as a "Bulk Pesticide Repackaging Agreement." A copy of this document must be on file at each repackaging location.
Product labels and labeling from the registrant of the pesticide product.
Containers that have been approved by the registrant, state, and federal regulations.
All necessary worker protection equipment.
